College Council
College Council Overview:
The College Council is the highest scientific and administrative body within the College of Agriculture at Wasit University. Chaired by the Dean, its membership includes assistant deans, heads of academic departments, representatives from the founding body, faculty, and students. The council convenes monthly to make decisions and recommendations, which are then sent to the university for approval and endorsement.
Powers of the College Council:
A. Scientific Powers:
- Develop the college’s policy in alignment with the university’s overall policy and fulfill its mission.
- Prepare admission plans for undergraduate studies in the college.
- Develop the scientific research plan for the college.
- Recommend the use, merger, or cancellation of scientific departments or branches.
- Recommend the establishment of postgraduate studies in the college.
- Review the plans of scientific departments regarding inviting visiting professors, scientific conferences, seminars, internal and external missions, and scientific branching, recommending them to the university for approval.
- Approve dissertation topics for postgraduate studies and agree on the appointment of supervisors and examination committees.
- Periodically review and distribute the curricula for postgraduate and undergraduate studies across academic stages.
- Approve the results of postgraduate and undergraduate examinations submitted by the scientific departments.
- Approve final exam schedules submitted by the scientific departments.
- Approve the scientific promotion of faculty members, forwarding it to the university for official issuance.
- Recommend to the university president the promotion of faculty members to the rank of professorship after completing necessary procedures by the Scientific Promotions Committee at the college.
- Approve the extension of the academic year for college students based on compelling justifications and required documents.
- Approve the first extension (6 months) for postgraduate students upon the department’s recommendation.
- Recommend to the university president the approval of the second and third extensions for postgraduate students based on proposals from the departmental scientific council.
- Recommend the appointment of faculty members and lecturers for postgraduate studies as needed and for the duration determined by the departments.
- Conclude scientific and cultural agreements with equivalent colleges inside and outside the country, submitting them to the university for approval.
B. Administrative Powers:
- Supervise the affairs of the college and ensure the various aspects of its scientific, cultural, educational, and sports activities.
- Prepare the college’s staff structure by the end of the academic year based on the dean’s and department councils’ input.
- Periodically review the positions of technicians and administrators within the approved staff structure.
- Form committees to assist in scientific, administrative, and educational tasks.
- Impose disciplinary penalties on students.
- Recommend disciplinary penalties for faculty members and staff for violating laws and regulations.
- Recommend the annulment of imposed penalties on faculty members and staff after fulfilling their purposes.
- Recommend the cancellation of penalties imposed on faculty members and staff after satisfaction with the justifications.
C. Financial Powers:
- Propose the annual budget plan, import plan, and investment plan for the college, submitting them to the university for consolidation with other colleges and institutes, and forwarding them to the university council for approval.
- Recommend the university’s approval of the college’s final accounts.
- Review the report from the Financial Control Bureau regarding the college and discuss it, expressing opinions on the included observations.

Under the supervision of the college dean, Dr. Hakeem Sultan Abdul, the College of Agriculture at Wasit University was established in 2008. It initially included two scientific departments: Animal Production and Soil Science & Water Resources. Over the years, efforts led to the addition of Crop Field Department and Plant Protection Department. In the academic year 2017-2018, postgraduate studies in Soil Science & Water Resources were introduced, and evening classes for Crop Field Department started in 2020-2021.

Students from the College of Agriculture at the University of Wasit participated in the central graduation ceremony organized by the Holy Shrine in Karbala. The event began with the recitation of verses from the Holy Quran, including the Fatiha for the souls of the martyrs. There were speeches from the Holy Shrine, poetic contributions, and a performance by the Holy Shrine’s chanting group.

A scientific committee was formed to evaluate the proposed projects, aiming to incorporate modern methodologies, ensuring scientific objectivity. After thorough discussion and feedback from the scientific committee, the projects were approved, making them applicable and valuable additions to the field of soil science.

Assistant Professor Hassanein Taher Karim from the Department of Plant Protection at the College of Agricultural Engineering Sciences, University of Wasit, participated in the examination committee for the doctoral thesis of Hamza Abbas Yasser Sultan from the University of Wasit / College of Science. The thesis focused on the compatibility between entomopathogenic nematodes (Steinernema sp) and the fungus (Beauveria bassiana) in controlling the peach fruit fly (Bactrocera zonata). The discussion enriched the scientific knowledge with valuable and insightful information. The thesis recommended the use of biopesticides instead of chemical ones, as they demonstrated excellent and sustainable results in environmental insect control.
